An Nghia Commune, a mountainous region in Lac Son District, Hoa Binh Province, has become notorious for the great number of people addicted to pipe tobacco. 35th anniversary of UNESCO Vietnam marked

A ceremony took place in Hanoi on June 15 to mark the 35 th years since Vietnam 's National Commission for UNESCO (UNESCO Vietnam) was set up. Among the guests at the event were Vice President Nguyen Thi Doan, Deputy Prime Minister Nguyen Thien Nhan and Eric Falt, UNESCO's Assistant Director-General for External Relations and Public Information and head of UNESCO's National Commissions in Asia and the Pacific. On speaking at the ceremony, UNESCO Vietnam's General Secretary Pham Cao Phong said that after being established on June 15, 1977, UNESCO Vietnam became one of 198 UNESCO national commissions around the world. It helps to maintain international peace and security by encouraging cooperation between countries in culture, education and sciences. The Deputy Minister for Foreign Affairs Nguyen Thanh Son, Chairman of Vietnam's National Commission for UNESCO, stressed that UNESCO is important to people and is significant for the country's integration and socio-economic development. In the future, agencies, provinces and the public will continue to take part in the commission's action programmes to develop the country and make it prosper while upholding UNESCO's objectives, he said. Son said he hoped that UNESCO will increase its support for and coordination with Vietnamese UNESCO agencies. To mark the occasion, Vice President Nguyen Thi Doan presented the Independence Order, third class, to Vietnam 's National Commission for UNESCO. Later the same day, Deputy Prime Minister Nguyen Thien Nhan received Eric Falt. Nhan said that Vietnam hopes to continue receiving support from UNESCO, especially in education and the preservation and restoration of cultural heritages. He thanked UNESCO for its contributions to Vietnam and the effective programmes it has carried out in the country, including education for all; education for sustainable development; culture and development and for finalising the nations policies on protecting cultural and natural heritages. Mr Falt acknowledged UNESCO Vietnam's ceaseless efforts to maintain the country's distinctive cultural, educational and scientific values and for helping to enrich the world with its cultural heritage treasures. During his stay in Vietnam , Falt is scheduled to attend a ceremony to award a UNESCO World Cultural Heritage Certificate to Thanh Hoa province's Ho Dynasty Citadel as well as a meeting of UNESCO's National Committees in the Asia-Pacific region. Communication firms clash in TV rights battle

With the country experiencing a reality show boom, communication firms have engaged in fierce competition to win the copyright for TV programmes. Dancing With the Stars is the most expensive advertising slot on Vietnamese TV Bad planning and over enthusiasm ruined a communication firm's announcement that it had won the rights to broadcast the popular Master's Chef show, despite the fact the schedule for the series hadn't even been announced. More painfully, it was also beaten at the race to obtain and broadcast the Vietnamese version of Clash of the Choirs. The fierce battle has hurt many, but left some earning large amounts of money. A TV industry insider said revenue for some communication firms had reached thousands of billion of VND, and they were only too happy to pay USD100,000 for the copyright for foreign produced shows. Currently, two of the biggest names that own various famous shows on VTV and HTV are BHD which has the rights to Vietnam Idol, Clash of the Choirs, Master's Chef and the Cat Tien Sa Media Group that has Just the Two of Us, Dancing With the Stars. The Multimedia Company also has Do Re Mi and Vietnam's Next Top Model show aired at Vietnam's prime time of 8pm on VTV3 and HTV7. To guarantee those hours, the company had to book the slot over a year in advance. Only popular shows that attract advertising agencies can remain on VTV3 or HTV7. At present, Dancing With the Stars has themost pricy advertising, with a 30 second segment worth VND120 million (USD5,749). Vinalines debts exceed charter capital

A government report has confirmed that Vietnam National Shipping Lines' (Vinalines) debts are much greater than its charter capital. The report, signed by Minister of Transport Dinh La Thang was released to the on-going session of the National Assembly. Vinalines debts are much greater than its charter capital. The report showed that prior to 2009, the firms had operated well, but since then it had fallen victim of several stagnant projects, incurring major debts. By the end of 2010, Vinalines' debts were 4.27 fold greater than its charter capital and business efficiency had sharply decreased, in addition to servicing high interest loans. Vinalines has faced losses since 2011 and this has continued in the first four months of this year. Besides the negative impact of the economic downturn, lax supervision by the Ministry of Transport and internal disunity among Vinalines' management were cited as causes for the shipping giant's failures. Vinalines management approved the purchase of a used floating dock that was manufactured back in 1965 for a total cost of USD13.5 million for use in a shipyard they had planned to construct in Ba Ria-Vung Tau Province. The dock, which had been de-listed from active service by the Russian Maritime Register of Shipping, was obsolete and the purchase triggered the arrest of a number of Vinalines officials on corruption charges. Following an investigation by the Government Inspectorate, the Prime Minister demanded the Ministry of Transport tighten control over the investment in the ship repair project. The ministry was also required to explain the late submission of a plan on the development on shipbuilding industry sector by 2020 with a vision to 2030. Minister of Transport Dinh La Thang said the ministry had fulfilled its responsibility on managing Vinalines and the corporation had developed well over a long period of time. Ministry of Planning and Investment denies involvement in Vinalines scam Answering a question from National Assembly Deputy Le Thi Nga from Thai Nguyen Province about Vinalines' violations, Minister of Planning and Investment Bui Quang Vinh said the ministry was not responsible. He added that, under the current laws, state-owned corporations and groups were liable for their own decisions and had not needed to inform the Ministry of Planning and Investment (MPI) about their projects, therefore, the MPI do not know their problems. Finance Minister Vuong Dinh Hue also said that the Government Inspectorate had reached clear conclusions on the Vinalines case. The firm's chairman and directors of its affiliates had shouldered the main responsibility for their badly judged investment decisions. HCM City to crack down unlicensed markets

The HCM City People's Committee has asked the local Department of Industry and Trade to study solutions to stop the construction and operation of unlicensed markets and those which violate planning regulations. International kindergarten operates without license

A large international kindergarten with two branches in HCM City has been been operating without license for nearly a year. School staff has said that parents are also responsible for a number of other fees that can add up to tens of millions of VND. The head of the organisation and personnel office of HCMC DET, Van Cong Sang, said that only the Maple Bear Kindergarten in District 11 was given a permit.
